Dominican Senate urgently approves reform of several articles of the Penal Code
Santo Domingo — The Dominican Senate approved and declared urgent in two readings the organic bill that modifies Article 31 of Law 44-26, which in turn changes several provisions of the Organic Law establishing the Penal Code of the Dominican Republic, the outlet Qué es noticias reported on Wednesday.
The initiative, presented by the La Altagracia senator Rafael Barón Duluc Rijo, who also chairs the Senate's Justice Committee, establishes an adaptation period so that legal entities can prepare to comply with the new provisions. The approved text provides that Articles 8, 9, 10 and 11 of the Penal Code will take effect 24 months after November 5, 2026 — that is, on November 5, 2028.
In the same Wednesday session, senators urgently sanctioned the bill modifying Law 339-22 on the Use of Digital Media in the Judiciary. The legislation, presented by the Chamber of Deputies, will allow the use of qualified digital or electronic signatures, electronic judicial acts, document digitization and virtual hearings — in all matters except criminal cases.
In a second reading, the full Senate also sanctioned the project naming the Samaná judicial district courthouse after Milton Ray Guevara; the creation of the Official State Gazette to publish amended laws; the reform of Civil Aviation Law 491-06 on airport infrastructure; and the creation of the Northwest Water and Sewer Corporation.
Senators also approved declaring the Monument to the Heroes of La Barranquita a National Monumental Heritage site, establishing July 3 as National Decorum Day; the Mabí Seibano as Intangible Cultural Heritage; and naming the Don Gregorio baseball stadium in Nizao after «Vladimir Guerrero» and the athletics track of the Juan Pablo Duarte sports complex in San Francisco de Macorís after «Nazario Ramos».
In a single reading, senators sanctioned air services agreements with Paraguay and the Czech Republic, the FAO agreement against illegal fishing, the amendment to the International Sugar Agreement and a police cooperation agreement against organized crime, all sent by the Executive Branch.
