Public Ministry links ten people to alleged plot to attack President Abinader

The Public Ministry of the Dominican Republic has linked at least ten people to an alleged plot to attack President Luis Abinader, according to the prosecution's request for pretrial measures, contained in a 57-page filing that Dominican media outlets have reviewed.

According to the document, the alleged attack was planned for this Friday, November 6, during the Constitution Day ceremonies at the National Congress. The ceremonies ultimately took place without incident in San Cristóbal, led by Vice President Raquel Peña, with no incidents reported.

The filing identifies Delvinson de la Cruz Sosa, 29, as the main person under investigation and the alleged administrator of a Telegram group called «Trinitarios Élite», supposedly created to coordinate the actions aimed at carrying out the attack. De la Cruz Sosa remains in custody, and prosecutors have requested three months of preventive detention against him.

A second person under investigation, Leomar Antonio Brens Moya, turned himself in voluntarily on Thursday night in San Francisco de Macorís, accompanied by a human rights advocate, and has not yet been brought before a judge, according to the reports. The others named in the filing are Michael García, Sucette Franshelle Miqui Salcedo, Sobeida María Baldera Peña, Robinzon Montero Montero, Miguel Odanis Peralta Susana, Ismael Amadis Torres, Ramón Antonio Olaverría Rosario and Isaac Rafael Encarnación.

According to investigators, those under investigation allegedly used Telegram, WhatsApp, Instagram and the Zangi app to exchange messages, coordinate actions and organize the making of explosive devices, as well as to gather information about the president's movements and plan a possible escape route. The Public Ministry provisionally attributes to them the alleged crimes of illicit association and attempted acts of terrorism, to the detriment of the Dominican state.

The charges are part of an ongoing investigation and do not constitute judicially proven facts. It will be up to the courts to hear the request for pretrial measures and determine the situation of each person under investigation.
