Peru and Ecuador seal security and trade alliance at the XVII Binational Cabinet in Lima

Peru's President Keiko Fujimori and Ecuador's President Daniel Noboa led this Tuesday in Lima the Presidential Meeting and XVII Peru–Ecuador Binational Cabinet, the highest bilateral coordination body between the two countries, with an agenda centered on border security, trade, integration and development.

Noboa arrived in Lima to take part in the session alongside his Peruvian counterpart, according to Ecuador's Presidential Secretariat of Communication in its official bulletin of October 20. Both leaders reviewed progress on their commitments and set the priorities of the bilateral agenda.

In her opening remarks, Fujimori noted that the presidential meetings and binational cabinets "arose as a concrete expression of the will toward integration that inspired our countries after the signing of the Brasilia peace accords." Noboa, for his part, stressed the need for cooperation against transnational crime: "This is the best way to honor almost three decades of peace between our countries. Today, reality demands firm decisions and much stronger cooperation on security to confront transnational crime with the necessary force."

The session was expected to close with the signing of the Presidential Declaration and the adoption of the Lima 2026 Action Plan, according to the Andina agency. Trade will be a key pillar: Ecuador's non-oil exports to Peru grew 31% between January and August compared with the same period in 2025, reaching $511 million, while imports totaled $762 million, according to figures from the Ecuadorian Exporters Federation (Fedexpor).
