New York voters approve all five of Mamdani administration's efficiency measures

New York City voters approved all five ballot measures proposed by the Commission on Government Efficiency (COGE), the body created by Mayor Zohran Mamdani to make city bureaucracy more efficient, Reason reported after Tuesday's election.

The proposals aim to streamline city approval processes for private use of public space — such as outdoor dining — government contracting, street safety projects and building permits. The fifth measure requires the city to create savings targets for its rainy day fund policy.

“These might sound like bureaucratic issues, but they affect every New Yorker and can impact how fast our city runs for you,” Mamdani said in a campaign video, as cited by Reason. The mayor presented the measures as an attempt to make city government more efficient and effective, without slashing the bureaucracy outright.

Not everyone agreed. The group Common Cause New York objected to the proposal to eliminate some requirements for approving private uses of public space, warning that efficiency should “not come at the expense of public participation and legislative oversight.” Republican Staten Island Council Member Frank Morano also urged voters to reject the first three proposals over similar concerns.

The Citizens Budget Commission, a nonpartisan watchdog group, encouraged voters to support measures one, three and four, did not comment on the second, and opposed the fifth. Its director of housing and economic development studies, Sean Campion, summed up the dilemma: “There's always a balance to be had between speed and timeliness on the one hand and meaningful community input on the other.”
