New York: House report says NYPD honored none of 20,255 ICE requests between 2018 and 2026

New York — An interim report by Republicans on the House Judiciary Committee says the New York Police Department (NYPD) received 20,255 immigration detainer requests from U.S. Immigration and Customs Enforcement (ICE) between July 1, 2018, and June 30, 2026, and honored none of them.

The requests, known as “detainers,” are federal asks for a local authority to briefly hold a person in custody so ICE can take them into custody. According to the report, the city’s Department of Correction also honored none of the 2,852 requests it received in the same period.

The figure the report highlights most is from the last year analyzed: between July 2025 and June 2026, the NYPD received 9,645 requests from ICE and complied with none, nearly half of the eight-year total. The report presents that as a sign that the second Trump administration has sought these holds far more often than previous administrations.

The document also argues that prosecutors in all five boroughs tailored plea deals to be “immigration safe.” It cites, among other cases, a 2022 memo from the Manhattan District Attorney’s office, led by Alvin Bragg, that called for seeking resolutions that would avoid immigration consequences for misdemeanors and for felonies in which jail time was not expected.

The responses included in the report qualify that accusation. Bragg’s office described the January 2022 policy as “outdated” and said it updated it to give prosecutors discretion in each case. The Staten Island District Attorney’s office, meanwhile, called the report “flagrantly false and patently political” and said it asks ICE to let it prosecute and convict defendants first, to guarantee justice for victims. The mayor’s office did not immediately respond, according to the report.

The report arrives as House Republicans push legislation that would bar state and local governments from restricting cooperation with federal immigration authorities, a debate that once again puts New York at the center of sanctuary-city policy.
