Ibero-American Summit closes in Madrid with a final declaration and hands the next meeting to Honduras in 2028

The 30th Ibero-American Summit closed on Thursday in Madrid with the approval of a final declaration, an outcome not achieved at the previous edition, held in Cuenca, Ecuador, in 2024. The meeting brought together delegations from all 22 member countries, although only ten of their top leaders attended in person.

The final declaration rejects "coercion" and measures contrary to international law, a point not endorsed by Argentina, Colombia, Costa Rica and Paraguay. The summit opened on Wednesday with a minute of silence for the 69 victims of the train accident on October 28 in Urda, Toledo.

In the plenary session, Dominican Republic President Luis Abinader offered his country as host of a center to drive the new Ibero-American Artificial Intelligence Alliance, agreed on Tuesday by the region's ministers. Abinader cited the reduction of monetary poverty in his country, from 19% in 2024 to 17.3% in 2025, and undernourishment below 2.5%, according to the FAO.

The debate was also marked by Cuba's criticism of the United States, the call for Latin American leadership at the head of the United Nations, and El Salvador's explanations about its military intervention in Haiti.

The next meeting will be the 31st Summit, in 2028, in Honduras, chosen unanimously by the foreign ministers on September 24.
