China orders its agencies to mitigate AI-caused job losses
China's State Council, the executive body of the Chinese government, urged government agencies to effectively mitigate job losses caused by artificial intelligence applications, according to guidelines on AI and employment published this Friday, October 23.
The guidelines require authorities to improve their monitoring systems for AI-related labor risks and to develop contingency plans to address those risks before they turn into mass layoffs.
The government must offer support for professional retraining and workforce reinsertion for AI projects that could cause significant disruptions in the labor market, with specific career guidance, skills training, and job recommendations for displaced workers, according to the document.
The guidelines also seek to harness the positive effects of AI on employment, such as the creation of new job opportunities and improved job quality, at a time when automation is accelerating across factories, offices, and services nationwide.
In addition, the State Council called for regulating the use of artificial intelligence in human resources management and for cracking down on illegal practices stemming from algorithmic misuse, including discrimination in hiring, fraudulent recruitment, and violations of worker privacy.
